The Air Prison is a floating island which used to be part of the main island Aganthis sits on. It has been walled, netted and warded to keep people from going in and out without scrutiny. In general the air island, being closer to the city of Aganthis, is for lower security prisoners. It is generally where criminals from the city are brought to ponder their wrongdoing, though it also serves as detention for criminals who are not deemed particularly dangerous. The Floating Prison Island is also home to what passes for a 'rehabilitation' center since most prisoners there are expected to return to society someday.
